New EU eco label guidelines for footwear (2009 / 563 / EC)
European Commission resolution 2009 / 563 / EC, published on July 28, 2009, established a new EU eco label standard for footwear. The current standard 2002 / 231 / EC will be invalid after March 31, 2010. The revised new resolution emphasizes that the footwear in question includes all fixed outsoles with contact with the ground and clothing designed to protect or cover the feet.
The new guidelines aim to limit the levels of toxic residues and volatile organic compounds and promote more durable products. For example, the supplier must ensure that the final product of leather shoes does not contain hexavalent chromium, and submit a test report in accordance with EN ISO 17075 test method for evidence. In addition, suppliers are required to submit test reports to prove that the materials used in product components or final products do not contain arsenic, cadmium and lead. At the same time, the content of free and hydrolyzed formaldehyde in textile parts of shoes must be as low as undetectable, while the content of leather parts of shoes must not exceed 150ppm.
In terms of the use of hazardous substances, the resolution prohibits the use of pentachlorophenol (PCP) and tetrachlorophenol, as well as azo dyes in the list of 22 aromatic amines. In addition, the content of nitrosamine in rubber must be too small to be detected.
In addition, the resolution also contains the final product packaging requirements. Cartons should use 100% recycled materials. Plastic bags should also contain at least 75% recycled materials or be biodegradable or perishable. In addition, suppliers should also provide information on how to protect the environment and how to obtain more information on EU eco labels.
